A very friendly Ebayer from the UK informed me that this is
E. Rodney Jones "Soul Heaven"

The track itself is a kind of homage/revision of Syl Johnson's "Is It Because I'm Black" on Twinight. It's Syl you hear singing. E Rodney Jones was (I think) a Chicago DJ.

Your copy, weirdly, is a bootleg though an old one from way back. You can find a few soul 45s with this label design. I think they're Canadian-Jamaican.(unknown artist - unknown label)
