Some interesting info on this:

I have only seen a couple of these on line.   All from European sellers.  I'm in Oregon, USA.

I've been getting info about these (I have a variety of them) for the last year.  I've been surprised at how many dealers of Music, Postcards etc, didn't know that the Stones released these in Europe.
Outside of special promotions I'd never seen these before that. I came across them at my local mom and pop record store that was closing after 4 decades in business.
They are like a regular post card but have a plastic flex or flexi (same thing) disc attached to the subject photograph. Kind of like a 45RPM single.  One sided of course.
The disc is similar to the actual record music promotionals that were on the back of cereal boxes way back when. The main difference, these are plastic instead of the plastic-like film over cardboard on those cereal boxes.  I think the physical sound is of a better quality than the covered cardboard.  These are NOT postmarked or written on except from the factory. They all have either a hand stamp or hand written Name of the Song and Artist. These are NOS.  


*In the past, these were primarily produced for the people in countries under Soviet rule!

There were several obvious reasons for these items to exist.   Most of the people who wanted to own or just hear some "music from the west" were the primary customers.  
To help with "privacy and prying eyes" of their governments, the front of the card almost always had an indiscrete subject photo as opposed to a photo of the actual album. (Or other government not pleased with subject.) Basic logistics kept all mail from being read, but a quick glance at a photo is still more efficient. 
There wasn't a lot of money to spend on extras, so you would receive these from a friend or for very little money.  If you liked it you could then look for the actual release record. 
The disc is only good for about a couple of dozen plays at best before sound distortion became audible, due to wear of the soft plastic.  When I did see the few on line from Europe they were priced at 49.99 plus international shipping rates.
Not sure of the way they went about procuring one of these or actual releases. (Black Market for sure)  Who requested them and how? Who took the chance to send it?
