Although credited to  The Pioneer,  The Immortals,  and  Sir Gibbs All Stars 

( depending on which label it was issued on ). 

It sounds like  Lee Perry  to me, updating his earlier ska outing 'Jane Anne and the Pumpkin' ( aka 'Rape Bait'

I post hundreds of records abroad every year by normal uninsured 'Small Packet' option, and it is very rare for a record not to reach it's destination, but very rarely, and to certain South America countries the odd record does not make it.
